They have to spend billions to reinforce the lies because China is allowing Westerners to discover the truth for themselves. Even worse is the people are recording the truth and sharing it on YouTube and other platforms. It doesn't cost China anything and the tourists are spending money in China. This evokes the image of Elmer Fudd screaming, "I hate that wascuwy wabbit."

These YouTubers are entering China for the first time and are gobsmacked. People can learn the truth from travelers, that their governments and politicians have been lying about China. And they're spending billions of the people's money to keep lying, but in vain. A measly 1.6 billion USD cannot make a dent in the hard truth. If they're serious, try spending 1.6 trillion.
