If you take a look at the South American map, there are only a very few of the smaller countries, Uruguay, Paraguay, Guyana, Suriname, and French Guyana, the smaller countries, that are not under daily threat. I found it notable that just before and just after the Venezuela election, the small Russian fleet visited.
